Don't forget that the new iPads support LTE in Russia, I use MegaFon's nanoSIM myself. But only when buying, I ran into a seller's deception at Euroset, a point next to the Akademicheskaya metro station. Like any other consumer, I decided that this is hardly a hoax, most likely, there is simply no coverage here (in fact, there is). A couple of days later I wrote to a colleague from MegaFon, it turned out that the LTE card does not support. I went to the salon, the same consultant was there - it turned out that he allegedly was not aware of the situation and believed that 4G was just such a tariff. Well, or something like that. To replace the SIM card, you need to visit the MegaFon office - in general, a waste of time and nerves. It is better to buy immediately from the operator, so as not to encounter a similar attitude later. I believe that there may be confusion, ignorance, incompetence - but not for those people who deal with technology on a daily basis. The speed makes me happy, at home the Speedtest program shows 27.43 Mbps for receiving, 10.87 Mbps for transmission, measured in the evening, but the speed often jumps. However, it is much better than 3G, if you stay without Wi-Fi, the iPad can work as a hotspot.
